Should I finish Velen before Novigrad?

You should do as many low level quests as you can in Velen before you move on. Don't worry you'll be back. I know most people aren't to fond of the Novigrad arc but it's hands down my favorite.It can drag a little but I'm partial to the characters there.

level 14 is a bit better to explore velen but you'll still run into a few enemies you can't beat yet. you can clear out most of velen reasonably fine at 14 but I think level 20 is a bit more ideal to do it all in one go. there are one or two places you can't win until you're close to level 30 though.
